Gurgacz defends rejection of five vetoes to the law that frees credit to rural producers

Senator Acir Gurgacz (PDT-RO) defended on Wednesday (24) the rejection of five vetoes made by the President of the Republic, Jair Bolsonaro, in Law 13.986, 2020, which deals with credit and financing debts of rural producers. It is the result of the approval of the draft law for the conversion of Provisional Measure (MP) 897/2019, known as Agro MP. For Gurgacz, Congress needs to review these vetoes on an emergency basis.

The parliamentarian recalled that the first veto refers to a device that excludes certain debts of the rural employer, individual or cooperative. The second is a section that limits fees charged by notaries in the records necessary for the hiring of rural credit.

— What happens in current practice is an absurd difference between values practiced in each state by the same record, ranging from R$ 82.00 to R$ 10,000, depending on the state. There is no reason why the same service should have such different costs between Federation units, he said.

Acir Gurgacz lamented the full veto of Article 57 of the conversion bill. It extends the reduction of PIS/Pasep and Cofins rates to product marketing arrangements under Pronaf, the National Program for Strengthening Family Agriculture.

The fourth veto focuses on provisions that facilitate the renegotiation and discharge of debts, extending the deadlines for the payment of rural credit. Finally, Article 60 was fully vetoed. It aims to reduce the basis for calculating the tax levied on decarbonization credit revenues from biofuel producers or importers.
