
The Ministry of Agriculture, Livestock and Supply (Map) launched on Monday (20) a new platform of complaints of the practice of married selling in the provision of financial services to rural producers. With the service, producers will be able to make anonymous complaints about the practice, which occurs when banks condition the release of credit to the acquisition of other financial products.
The product was launched during the webinar "The rural producer and the fight against the married sale", held in partnership with the Ministry of Justice and Public Security (MJSP), Confederation of Agriculture and Livestock of Brazil (CNA) and National Confederation of Agricultural Workers (Contag).
At the event, the Minister of Agriculture, Livestock and Supply, Tereza Cristina, stressed that the new platform of the Map gives security to those who are coerced when they will take financing for costing or investment of the Harvest Plan.
"This is illegal and immoral. It is not possible that farmers still have to go through the discomfort at this time when they will take this credit subsidized by the government", he said, noting that often they interest rates practically double in value with the married sale.
"This practice has to be curbed, today the producer can be sure that he can make the complaint with absolute secrecy", said the minister.
The Minister of Justice, André Mendonça, said that the sale married under rural credit, especially for the small farmer, brings significant impact to the results and income of the country man.
"We want this platform to be useful and effective for reducing the interest rate for this worker, for increasing resources available for the financing of the smallholder, increasing transparency, debureaucratization in obtaining financing and defending this relevant national consumer who is so lacking in an often unequal relationship with financial institutions when dealing with obtaining their financing" said the minister.
For marcos Rochinski, general coordinator of the National Confederation of Workers in Family Agriculture of Brazil (Contraf Brasil), the initiative is fundamental mainly for family farmers, who are often intimidated by the bank into purchasing other products. "I hope that the banks will definitely put their hands on their conscience and put an end to this practice that has damaged our conditions of freedom to put rural credit to what we really need."
The Director of Self-Regulation of Febraban, Amaury Oliva, assured that the entity does not compact with the practice of married selling and is aligned with the Ministries of Agriculture and Justice in combating this abusive practice. According to him, in addition to being prohibited by the Consumer Protection Code, the married sale is prohibited by the rules of the Central Bank and in the commitments of febraban's banking self-regulation.
Reporting platform
The assistant secretary of the Secretariat of Agricultural Policy of the Map, José Ângelo Mazzillo Jr., explained how the map platform will work, with the step by step that the producer must follow to make the complaint, which can be made anonymously.
There is a form with 12 questions that should be filled in with information about irregularities found when hiring a rural credit, such as the offer of other products or even if there was reprisal from the financial institution for having made a complaint.
The platform guides the producer to keep documents proving the sale of marriage, such as financing contracts, bank statements, trading documents and requests for clarification of the negative granting of credits.

The Deputy Secretary explained that the denunciation by producers is essential for the practice to be curbed in the country. "The success of this endeavor depends fundamentally on the complaint. We understand that the rural producer sometimes feels very helpless, so we count on the support of the class entities", he said.
According to him, rural producers are almost unanimous in reporting cases where banks require the hiring of financial products such as capitalization securities, consortia, insurance and maintenance of term deposits, so that the producer has access to agricultural financing.
The initiative is supported by entities such as the Confederation of Agriculture and Livestock of Brazil (CNA), the Brazilian Federation of Banks (Febraban), the Regional Center of Family Agriculture Organizations (Ceaf), the National Confederation of Family Agriculture Workers of Brazil (Confetraf), the National Confederation of Workers workers in Family Agriculture of Brazil (Contraf Brasil) and the National Confederation of Family Agriculture of Brazil (Conaf).
The complaint of married sale can also be made on the Consumidor.gov.br Platform, the Ministry of Justice, or by the cna online channel.
Married Sale
The practice occurs when the financial institution conditions the release of the credit to the acquisition of other financial products, such as capitalization securities, consortia and insurance outside the financed activity. For the consumer, it is important to understand and identify the forms of married sale, in addition to knowing how and where to report the action.
In October last year, Mapa and Ministry of Justice had already signed a technical cooperation agreement to prevent the occurrence of the married sale at the time the rural producer takes agricultural financing in the banks.
